When does the second module pay for itself?

A common pattern: clinics start with the queue module (because the lobby is on fire), and turn on appointments three months later once they know which services run on schedule. Banks usually do the reverse — appointment-first for relationship managers, queue-second when teller volume grows. Either order works.
